Call for Loan Proposals: Investing in Climate-Smart Agriculture in Indonesia and Vietnam

Rabo Foundation invites applications for financial support from qualifying organizations. As a provider of impact funding, we operate worldwide to achieve continuous positive economic, environmental, and social impact. We offer organizations that work with smallholder farmers in emerging economies access to finance, knowledge, and a network to increase farmers’ self-sufficiency and ability to produce more sustainably.

For Farmer-Centric Organizations in Indonesia and Vietnam

Rabo Foundation aims to support farmer-centric organizations and pave the way, together with our partners, to self-reliance and promote sustainable rural development. We support innovative organizations that promote climate-smart agriculture by:

    Sustainably increasing agricultural productivity and incomes. Adapting and building resilience to climate change (adaptation). Reducing and/or removing greenhouse gas emissions (mitigation), where possible.


We partner with specific target groups, mostly consisting of but not exclusively limited to:

    Farmer producer cooperatives and institutions along the entire food value chain. Agriculture-focused Small and Medium-sized Enterprises (SMEs). SMEs with a tech-enabled business model in the agricultural space. Micro Finance Institutions (MFIs) or similar local financial service providers with a focus on the agricultural space.

What We Offer

Access to Finance

Rabo Foundation offers three types of financing instruments for loan amounts between EUR 300,000 to EUR 1,000,000 in EUR, USD, or local currency:

    Trade Finance: Revolving loan facility providing advances made on (export) sales contracts with a tenor up to 15 months (Indonesia only). Working Capital: Loan facility up to 15 months for working capital purposes. Investment Loan: Term Loans with a tenor of up to 36 months for investment purposes.

Access to Knowledge

We share our knowledge and call on experts to provide Technical Assistance ('TA') for capacity building purposes. The insights support organizations to improve their business and impact performance. In this call for proposals, TA products are not provided in isolation and only coupled with a funding facility under strict conditions. We do not fund R&D activities.

What We Ask

Eligible organizations must fulfill the following criteria:

    Be based in Indonesia or Vietnam. Be legally incorporated. Demonstrate clear and visible potential to achieve sustainable positive impact on the livelihoods of smallholder farmers. Focus on promoting Climate-Smart Agriculture. In this call for loan proposals, we focus on Agriculture. We do not focus on Aquaculture; therefore, Aquaculture proposals do not qualify. Have a financially sustainable business model with at least three years of track record.

Successful applications will demonstrate:

    Audited financial statements. Solvency: debt-to-equity ratio < 3. Positive EBITDA.

Do you fulfill these criteria and believe that our funding can help you make your value chain shorter, work more climate-smart, and/or include the application of technology? Please fill in the Loan Application form and the Financial Model form following the instructions provided. The more impactful and innovative your proposal is, the higher the chances that your proposal will receive funding to make a difference. You are requested to submit your proposal and all supporting documentation no later than: January 31st, 2025 for Indonesia. February 28th, 2025 for Vietnam (1 month later because of the TET holidays).

Submission Guidelines

Your proposal and all supporting documents must be sent to fm.nl.rf.asia.callforproposals@rabobank.nl in PDF format.

    Submissions requesting Rabo Foundation to click on links to download documents shall not be accepted. Proposals received after the closing date and time will be rejected. Applications should clearly show operational and financial viability, and be economically, socially and environmentally sustainable. Women entrepreneurs are especially encouraged to apply. Complete the application form in English. For organizations that require this, they can sign a Non-Disclosure Agreement (NDA) prior to the submission of documents. For Indonesia

    December 31, 2024: Deadline submission of NDA Request. January 31, 2025: Deadline submission application form + supporting materials for Indonesian applicants. February 28, 2025: Indonesian applicants will have heard from us by this date.

For Vietnam

    January 31, 2025: Deadline submission of NDA Request. February 18, 2025: Deadline submission application form + supporting materials for Vietnamese applicants. March 31, 2025: Vietnamese applicants will have heard from us by this date.
